The Administrative Staff College of India (ASCI) has entered into a strategic partnership with the India PPP Capacity-Building Trust (ICAP), an initiative supported by Infrastructure Development Finance Company (IDFC) for promoting PPPs in urban infrastructure through training and capacity building support to urban local bodies, parastatals and other urban sector professionals.


The Administrative Staff College of India (ASCI), and India PPP Capacity Building Trust (ICAP) are pleased to announce a Three-Day Programme on “Public Private Partnerships (PPP) in Urban Infrastructure and Service Delivery” during December 28-30 2009 at College Park Campus, ASCI, Hyderabad. The Programme is primarily aimed at policy makers, senior municipal administrators and officials, municipal engineers and other urban sector professionals.


The Program assumes significance in the context of JNNURM, UIDSSMT and IHSDP – ongoing fiscal incentive programs of Government of India - which aim at promoting PPPs in infrastructure and service delivery in urban areas through fiscal incentives but call for substantial capacities for accessing funds and implementation. The programme will particularly focus on various good practices in PPP in water supply, sanitation, solid waste management and other municipal services from across the country.

The programme will cover the following key themes:

1. Public private partnerships (PPP) in urban infrastructure – Status and lessons so far
2. Relevant PPP models for urban sector
3. Project development process
4. Project documentation
5. Bid procurement process
6. Development and management of concession agreement
7. Pro-poor strategies in PPPs
8. Communication and consultation strategies for PPP
9. PPP good practices in water supply, sanitation, solid waste management and other services.

National and international PPP experts and practicing managers would share concepts and experiences during the PPP programme.

In this context, we invite you to participate/nominate senior level functionaries and elected representatives from your organization/urban local bodies for this programme.

The Programme Fee is Rs.17,500/- per participant. A concession of ten per cent is given to the second nominee and onwards. Non-Government bodies have to pay 10.30% Service Tax on the fee. This fee covers tuition, programme materials, and accommodation. Since the College enjoys exemption from income tax, please do not deduct tax from the fees.

We hope that this proposed learning initiative will, in the long run, create a core group of PPP champions who will make a difference to the quality of life in Indian cities. We would greatly appreciate your cooperation and support in this regard.
