| ASCI Participation in NREGA Studies |
| |
| The Centre for Poverty Studies and Rural Development (CPSRD)was assigned a study for quick appraisal of the National Rural Employment Guarantee Scheme (NREGS) in three districts of Andhra Pradesh – Adilabad, Anantapur and Guntur. The study was completed and the report has been accepted by the Government of India (GOI) in the Ministry of Rural Development (MORD) and the UNDP, New Delhi. |

| Following the above study, the MORD has awarded another study for developing guidelines for convergence of NREGA with other development schemes of Ministry of Agriculture (MOA) in the GOI, such as the National Agriculture Development Prgramme (NADP)/ Rastriya Krishi Vikasa Yojana (RKVY); National Food Security Mission (NFSM); National Horticulture Mission (NHM) and the scheme for Development of Inland Fisheries and Aquaculture (DIFA). The study was initiated with a workshop organized on the 30th July, 2009 with participants from GOI in the Ministries of Rural Development and Agriculture, Departments of Agriculture and Rural Development from the states of Maharastra, Jharkhand and A.P. and from related central and state level institutions associated with agriculture research and development contributing richly to the discussion on convergence. The guidelines are at a draft stage and consultation with other stakeholder groups would soon be initiated. |

| The CPSRD was also represented in the working group on 'Sustainable Development through NREGA' organized by the Ministry of Rural Development, GOI on the 17th August, 2009 and also in the follow up National Workshop held on the 20th August, 2009 to commemorate the birth anniversary of late Shri Rajiv Gandhi, former Prime Minister of India. Earlier, the CPSRD had made a presentation at the National Workshop on 'Leveraging NREGA for Sustainable Development through Inter-sectoral Convergence' on 6th May, 2009 inaugurated by the Deputy Chairman, Planning Commission in the presence of the Cabinet Secretary to the GOI. |

Public Private Partnerships (PPP) in Urban Sewerage / Sanitation and Waste to Energy in India

| In India, it is estimated that, only 33% have access to toilets with in premises and only 28% have connections to sewerage. About Fifty million people in urban India resort to open defecation. As high as 82% of urban households maybe disposing of human wastes in an unsafe manner and 70% wastewater from sewerage systems not treated and let out unsafely. 26% do not have any household sanitation arrangements. Except for Alandur, no urban area in India has a decent sewerage system. The cities are bearing the brunt of rapid urbanization and urban sanitation and sewerage sector has not kept pace with this growth. It is now widely accepted that government alone will be unable to meeting the infrastructure requirements, both in terms of financing the infrastructure and also in terms of meeting the delivery standards. |

| Public Private Partnerships (PPPs) represent an option to augment the government’s infrastructure delivery standards. At the national level, Government of India has laid out a well-defined framework for undertaking PPP projects. The Viability Gap Funding (VGF) mechanism, formation of IIFCL, and the India Infrastructure Project Development Fund have been designed to meet specific requirements of PPP Projects, and provide the framework and incentives for urban local governments to promote PPP. In addition, The Jawaharlal Nehru National Urban Renewal Mission (JnNURM), led by the Ministry of Urban Development, Government of India, is also promote PPPs in urban India. Yet structuring and implementation of PPP projects in many states especially in critical sectors such as urban sewerage and sanitation continue to be a challenge. This is mainly due to lack of enabling legal and regulatory environment at the sate/city level apprehensions about managing PPP related contracts, capacity and knowledge gaps are among institutions and key stakeholders. |

| In order to respond to the emerging capacity building and knowledge support requirements of states and urban local governments in India, Department of Economic Affairs (DEA), Ministry of Finance, GoI in partnership with Administrative Staff College of India (ASCI) and Asian Development Bank (ADB) is organizing the Roundtable on “Public Private Partnerships (PPP) in Urban Sewerage and Sanitation” during 20-21 August, 2009 at Hyderabad. |

| Objectives |

| The objectives of the roundtable is to hold discussions with the state level policy makers on the status, problems, requirements to enhance the urban sewerage and sanitation sector and to encourage waste to energy projects, through Public Private Partnerships. Transaction advisory support required by the cities for implementing successful PPP projects will also be discussed at the proposed round table conference. |

| The focus of the Roundtable is to share emerging good practices in PPPs in urban sanitation, sewerage, and waste to energy and understand how cities went about doing them, challenges and experiences in developing the project, key lessons and approaches needed for replicating them in other cities. The Roundtable is aimed at policy makers, mayors/chairpersons, senior municipal administrators and officials, and other urban sector professionals. The participation in the Roundtable is on invitation basis. |

| Capacity Building Workshop for High Court Officials |

| A two day capacity building workshop for the senior officers of the High Court of Andhra Pradesh is scheduled on 29th and 30th May at the Bella Vista campus of ASCI, Hyderabad. The workshop will be attended by the Joint Registrars, Deputy Registrars and Assistant Registrars of the High Court. The objective of this workshop is to help the officers appreciate the need for better organizational management and their role in meeting the emerging challenges. A variety of customized inputs on HR and Financial Management, Organizational Behavior, Gender Sensitivity and e-Governance are on the agenda of the workshop. User-friendly measures and provisions under the RTI Act 2005 too are being covered. |

| First Meeting of MoPR Standing Committee to Discuss ASCI Report on “STRENGTHENING OF STATE TRAINING INSTITUTIONS” |

The Ministry of Panchayati Raj (MoPR), Government of India has constituted a high level Standing Committee to monitor and strengthen the training activities of the State Institutes of Rural Development (SIRD’s), which cater to the capacity building requirements of over three million elected representatives of Panchayati Raj Institutions (PRI’s) in India.
The first meeting of standing committee will be held at NIRD in Hyderabad on 27th and 28th May 2009. The meeting will discuss the existing level of preparedness of the SIRD’s to cope with the task of capacity development of the functionaries and elected representatives of the PRI’s. ASCI had earlier prepared a report analyzing the existing capacities of of the state training institutions in the seven focus states of Bihar, Chattisgarh, Jharkhand, Orissa, Madhya Pradesh, Rajasthan and Uttar Pradesh. The report prepared by ASCI will form the basis for the discussions at the meeting. |

| The Urban Governance Area at ASCI supports National, State and City Governments in promoting reforms in governance and better service delivery. The Area works in partnership with governments at various levels in the design and implementation of reforms and the promotion of public private partnerships for better urban infrastructure and service delivery. |

| The Area works closely with the Ministry of Urban Development (MoUD, GoI) under the Jawaharlal Nehru National Urban Renewal Mission (JnNURM). |

| Today, ASCI is pleased to announce that the Ministry has recognized it as a Centre of Excellence (CoE) in urban development, keeping in view the performance and contribution of the College to urban governance and its potentiality to play a much bigger role in that area. For this, the MoUD will provide resources to ASCI to develop standards, practices and a work program that would aim at excellence in urban governance. |

| To fulfill its mandates as a Centre of Excellence in urban governance, ASCI would develop and implement a work program in service delivery (water, sanitation, solid management), JnNURM reforms and public-private partnerships. The CoE is expected to provide support to governments in: |
- Raising awareness of urban elected leaders, officials and other stakeholders on relevant issues and possible solutions.
- Deepening managerial, technical and analytical skills for improving urban management.
- Providing opportunity to learn from alternative systems of public management based on comparative studies of various cities in India.
- Offering courses and workshops on issues related to urban development.
- Providing capacity building support in terms of identifying needs, preparing training material training of trainers and exchange visits, etc.
- Develop case studies and organizing practical training sessions.
- Acting as resource centre for information dissemination, documentation and sharing of good practices.
- Networking with national and international agencies working on planning, implementation and monitoring projects and programs.

| Executive Level Course on Evaluations |
| |
ASCI organized a weeklong training program on Evaluations, in collaboration with UNICEF for thirty participants - twenty from government and ten from NGOs. The course, focused on capacity building for better policy and program evaluation, reviewed evaluation methodologies, keeping in view accountability requirements and the ‘Results Based Approaches’ that governments and NGOs are trying to adopt in judging the effectiveness of their programmes. The combined participation of officials and representatives of NGOs concerned with developmental projects, facilitated useful discussions, and was appreciated by all.
The program was directed by Dr. Anand Akundy, Associate Professor in the Health Studies Area of Centre for Human Development, ASCI. |

| Appraisal of National Rural Employment Guarantee Act (NREGA) in Andhra Pradesh |

At the request of the Ministry of Rural Development (GoI) and UNDP, ASCI is currently engaged in a study for quick appraisal of the National Rural Employment Guarantee Scheme (NREGS). Three districts of Andhra Pradesh - Adilabad, Guntur and Anantapur - have been chosen for the study with multi stage sampling of two mandals/blocks in each district, and four gram-panchayats in each mandal. The samples will cover a number of labour intensive projects for water conservation, drought proofing, afforestation, deepening irrigation canals, developing rural roads, land leveling and development, etc. that the Government of Andhra Pradesh (GoAP) has been implementing under the aegis of the NREGS.
The study has focused more on the impact of NREGA on rural households and the benefits accruing from the assets created through NREGA. The study pays attention to the impediments facing the effective implementation of the effectiveness of the NREGS. It recommends some changes in its management to achieve better impact. The recommendations are cast in a framework that provides for a structured intervention for change. Following a presentation to the GoI and the UNDP on 8th April 2009, the draft study report has now been submitted. |

| The Govt. of India has designed a Professional Development Course (PDC) in Management, Public Health and Health Sector Reforms for District Medical Officers to strengthen the capacity of doctors in administration, management and finance for creating a pool of efficient public health managers at district level throughout the country. The course, initiated by the National Institute of Health and Family Welfare (NIHFW), New Delhi, is being conducted by 15 Collaborative Training Institutes( CTIs) in the country. |

| With a view to understand the efficiency of the training program, the Ministry of Health and Family Welfare (GoI) had assigned ASCI, to undertake an evaluation of the Professional Development Course that was conducted in 10 Institutes and 10 States, covering 150 trained participants and 100 non-trained participants in the Country. Dr. Pitabasa Sahoo and Dr. Hemnath Rao from ASCI conducted the study, and submitted the report in March 2008. |

| Following a review meeting of the Report, the recommendations given by ASCI in the report are being taken forward by the Govt. of India & the NIHFW. |

| The Tidal Wave of Global Recession: Can It Be Stemmed? |

Mr. Percy S. Mistry, Chairman, Oxford International Group, and Hon. Visiting Professor, ASCI, has written at length on the unfolding global financial crisis. In a recent paper, he asks three crucial sets of questions:
- What should be done now to stabilize the world’s banking system and prevent it from imminent implosion? It is clear that what has been done so far (in the UK and the US) has not worked, but probably exacerbated the problem. What must now be done to come to grips with this issue?
- What must be done to prevent global consumption from imploding, causing a collapse in private investment as well? Will the stimulus packages being proposed and enacted work?
- How can the above two questions be addressed in a way that does not result in greater future problems - of galloping inflation, rampant competitive devaluation, and resort to creeping or racing protectionism - which will change the way the world does business and create a longer night of darkness?

| Seminar on Capacity Building of Police for Countering Terrorism |
Cross border and other forms of terrorism have become a serious source of threat to the life and liberty of the citizens in India, requiring enhanced capacities on the part of the police and other agencies of the state and the civil society, to effectively prevent terrorist activities in the first place, and to combat them if they still take place. ASCI, at the instance of its Court of Governors, organized a day-long Seminar to discuss the subject and the various operational steps needed to enhance the capacity of the police to deal with terrorism, at the India International Centre, New Delhi on 14 March 2009. The Seminar focused on three broad themes:
- Building up the Counter-Terrorism Capacity of the Police: Training, Equipment and Police Reforms
- Inter-Agency and Inter-State Coordination
- Policy Issues
The proceedings were marked by lively, analytical and constructive discussion on the various elements of capacity building to effectively counter the threat of terrorism. |

| Developing a Revenue Forecasting Model for Government of Andhra Pradesh |
In preparing budget proposals, many state governments find that they are not adequately equipped to forecast their revenues within acceptable margins of error - in the absence of robust models that can relate revenues to the underlying economic parameters. Following a report on Revenue Reform by ASCI for the Government of Andhra Pradesh, at the request of its Finance Department ASCI is now engaged in developing a revenue forecasting model that it could use in forecasting its own tax & non-tax revenues. When it is completed, it is expected that the model would enable the government to forecast revenues for the next five years based on the model. The project is led by Prof Ashita Allamraju, in collaboration with Prof K. Krishnamurty, Visiting Professor at ASCI, and former Director of the Institute of Economic Growth, Delhi. |

| Study on Improvement of quality of Public Expenditure to obtain better Outputs & Outcomes |
|
At the request of the Thirteenth Finance Commission, ASCI is currently engaged in a study on improving the quality of public expenditure to obtain better outputs and outcomes, to assist the Commission’s deliberations. For this, the study, which is under progress, examines the concept and measurability of output and outcomes, and the relationship between the two. It also discusses the capacities needed to formulate budgets in terms of outputs and outcomes, institutional mechanisms needed to implement the budgets and the capacity needed to evaluate the outcomes.
The study also aims to examine the extent to which the Public-Private Partnership model can help in improving the quality of public expenditure to obtain better outputs and outcomes with specific reference to social sectors like Health, Education and Rural Development.

| Study on Competition Issues in Domestic Air Transport Sector in India |

With support from the World Bank, ASCI is currently engaged in a study of the nature and degree of competition prevailing in the passenger segment of the domestic air transport. The aim of the study is to make recommendations, for the consideration of the Competition Commissioner of India, to preserve and foster a competitive environment.
The study will review the evolution and growth of aviation industry in India, discuss the passenger segment of the domestic air transport sector, and assess the degree of competition in the aviation sector.It is expected to contribute to promoting competition in a key growing sector. |

At the request of the Ministry of Information & Broadcasting, New Delhi, ASCI is currently undertaking a study of the issues relating to Cross Media Ownership in India. The Study will:
- analyse the nature and extent of cross media ownership and accumulation of interest in print, television and radio media segments in India and assesses the pros and cons of regulating ownership.
- analyse and assess the Draft Broadcasting Services and Regulation Bill 2007 to see if it addresses the concerns regarding the Cross Media Ownership.
- look at vertical integration issues in the media ownership.
- discuss the adequacy of Competition Law to address the related concerns.

| Appraisal study of the NREGA |
|
The Ministry of Rural Development (MoRD) of Government of India in collaboration with UNDP has constituted a Professional Institutional Network (PIN) comprising reputed universities, management and development institutions across the country to monitor mechanisms to effectively address the implementation challenges under the National Rural Employment Guarantee Act (NREGA).
ASCI, as a constituent member of PIN, is engaged in undertaking a quick appraisal of the NREGA in at least three districts in every state where the PIN members are located. For this, ASCI has proposed to carry out appraisals in Krishna, Adilabad and Anantapur districts of Andhra Pradesh. The appraisal study is likely to be completed by 31st March 2009.

Asian Development Bank commissions ASCI to assist Bangladesh in Urban Governance and Infrastructure Improvement The Asian Development Bank has commissioned ASCI to provide technical assistance (TA) to the Second Urban Governance and Infrastructure Improvement Project (UGIIP-2) of Bangladesh. This would involve building capacities for:
- Policy and governance
- Participatory approaches
- Urban poverty reduction
- Financing and PPP
- Capacity building
The technical assistance has resulted in a comprehensive review of progress made in implementing reforms in the institutional and legal framework of the urban sector and identification of policy recommendations for improved urban governance; preparation of an urban development sector strategy; feasibility studies for participatory and city wide planning sector project proposal for improving urban local governance and infrastructure services including project framework and components, governance reforms, implementation arrangements, costs, and monitoring systems.
ASCI-Kerala Partnership
ASCI has entered into a partnership agreement with the Kerala Institute of Local Administration (KILA) to upscale its certification programme in Urban Management. The Certification Programme, in terms of design, curriculum and delivery shall be broadly modeled on the lines of the national certification programme in urban management being conducted by ASCI in partnership with the World Bank Institute.
For this, ASCI shall provide expertise and curriculum support to KILA. The Programme is intended to enhance the urban management capacities of municipal officials, related sector professionals and elected representatives. A panel of experts in Environmental Services, Finance & Accounts, Strategic Planning, Poverty, Gender & Human Resources is being jointly constituted by KILA and ASCI to provide mentoring support to participants.
Delivery of Water Supply And Sewerage Services in Kerala
Kerala has made considerable progress in transferring vesting responsibility to locally elected government bodies for infrastructure creation, operation and service delivery. However, currently, it is found that Municipal Corporations in Kerala have a limited role in the management and delivery of water and sewerage services under the Kerala Water Authority (KWA).
In order to enhance the role of Municipal Corporations in service delivery of water and sewerage services, the Government of Kerala is committed to affect the transfer of accountability of the parastatal to the Municipal Corporations by the year 2010, in alignment with the mandatory reforms under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).
For this, the Administrative Staff College of India (ASCI) was engaged by the Local Self Government Department (LSGD) of the Government of Kerala (GoK) to provide consultancy support to enable Municipal Corporations to take responsibility for the delivery of water supply and sewerage services. ASCI supported the LSGD to establish a governance framework in order to redefine institutional arrangements and accountability mechanisms for water supply and sewerage service delivery through performance based agreements between Municipal Corporations and KWA.
ASCI is now engaged in follow up support to facilitate the effective implementation of the MoU through:
- Estimate of cost for operation and maintenance including levels of subsidies for water supply and sewerage.
- Definition of targeted performance parameters and service standards.
- Support in establishing city level accounting system and database to validate and refine service levels for successive years.
- Finalization of Performance Improvement Plan to achieve targeted performance parameters and service standards.

DFID-FHI-ASCI partnership on A.P. Health Sector Reforms
In partnership with Family Health International, an international health consulting organization, ASCI is working on a major 21-month project on A.P. Health Sector Reforms. This is a technical process consultancy, in which the role of ASCI is to provide valuable inputs into training and capacity building of A.P. Health Sector Staff, in areas such as change management, procurement processes, RTI, financial management and gender issues. It also involves the creation of training kits and modules for the project.
Longitudinal Study of multifactorial risks for low birth weight in Medchal Mandal of Andhra Pradesh (LIFE Study)
The LIFE Study (Longitudinal Indian Family Health Study) is a planned long-term research project that will examine environmental influences on children’s health and development in India, much like the National Children’s Study taking place in the United States. The goal is to better understand the link between the environment, in which Indian women conceive and give birth, and the physical and mental health and development of the children born. By linking multiple environmental factors to multiple health and developmental outcome measures, the LIFE Pilot Study has the potential to pinpoint the root causes of many conditions that are excessively prevalent in India, including low birth-weight, pre-term birth, other pregnancy outcomes and diseases or developmental disorders of early childhood.
The study is being carried out in Medchal Mandal with an interdisciplinary team of investigators from ASCI (from Human Development and Environment Areas); faculty from JNTU, Hyderabad, and from SHARE, a Hyderabad based NGO. It consists of several rounds of field surveys in the Mandal. Preliminary results are already indicating problems in the supply of safe drinking water for villagers and high levels of biological contamination of water throughout the district, thereby impacting very heavily on the health of the population. The study is now exploring different kinds of innovative yet inexpensive interventions to improve water quality in the area.
Promoting Quality Education for Children belonging to Tribal Communities in Andhra Pradesh: Participatory Review, Organizational Assessment, and Advocacy
UNICEF Hyderabad and ASCI are working together to undertake a participatory review, organizational assessment, and advocacy for quality education of children belonging to tribal communities is proposed to critically take stock of the situation in Andhra Pradesh and identify priorities for future action.
The primary objectives of the 14 month project are two-fold:
- advocacy for a holistic and quality education for children belonging to tribal communities through an issue-based participatory review process, with a special focus on integrating child protection issues in education, involving all key stakeholders, including children ; and
- to undertake a critical review of existing organizational structures and processes across departments in the delivery of elementary education for children belonging to tribal communities, and make recommendations for revised structures and processes for integrated and effective functioning to meet the objectives of education for all.
Development of E-content for Modules on Social Accountability
In recognition of the importance of the skills for the “know how” and the “do how” in social accountability, with the financial support of the World Bank Institute, ASCI is developing eight training and teaching modules for officials in India and the region. Once developed, the E-content will enable training - online and offline - in various institutional and field settings, while allowing for uniformity of content and quality. This will help extend reach and access to these programmes at limited cost, and enable the build up of a critical mass of capacity in a short time.

| ASCI Study and MDP for National Fisheries Development Board |
|
The National Fisheries Development Board (NFDB) has requested ASCI to design and deliver a one-week management development programme targeted at the top management of state fishery departments, comprising officers of the rank of joint director of fisheries and above. In this regard, NFDP commissioned a training needs assessment (TNA) study, which was completed by the Centre for Poverty Studies and Rural Development, ASCI, in October 2008.
The TNA study was carried out by Prof. Hemnath Rao (Project Leader) and Prof. Subbaiah Singala (with the Centre for Economics & Finance) in five states-Andhra Pradesh, Maharashtra, Uttar Pradesh, West Bengal and Tamil Nadu. The study was commissioned to identify the management development needs of senior officers of state fishery departments and top management personnel of apex fishery development corporations/federations, thereby facilitating the programme design. The programme will be conducted in mid-December 2008. The NFDB programme is unique in its design-aimed at promoting management competencies that are specific to the fisheries development sector.
The NFDB study also pointed to policy and technical knowledge gaps which the states are looking to fill, with support from NFDB, in pushing for accelerated development of the fisheries sector. This has been a great value addition to the work of the NFDB, as it will help the board to realign its mandate with state-specific development imperatives.

| PG Diplomas Awarded to First Batch of ASCI-PGDHM Course Participants |
|
The Center for Healthcare Management at the Administrative Staff College of India offers a two-year full-time Post-Graduate Diploma in Hospital Management (PGDHM) approved by the All India Council for Technical Education (AICTE). The programme aims to meet the demand for professionally trained hospital managers. The course imparts conceptual and qualitative skills needed by administrators/managers in contemporary hospitals.
The first batch of 21 participants joined the course in July 2006. Almost half the participants (10 boys and 11 girls) are doctors. On completion of three semesters of course work, the participants underwent intensive internship training for a semester at ASCI-empanelled hospitals. After completing their internship in July, all of them found excellent placements in leading hospitals-Escorts, Fortis, Max Healthcare, Bombay Hospital, Apollo Hospitals-in New Delhi, Mumbai, Chennai, Ahmedabad, Pune and other cities. The positions they hold today include Administrators-OT, Officers–Operations & Critical Care, Patient Welfare Officers in leading corporate hospitals.
