The following paragraphs give brief Activity-wise details for the year ending 31st March, 2006. Academic ActivitiesA. Overview: During the
year 2005-06, ASCI conducted 190 training (management development) programmes,
which also include seven significant policy workshops, seminars and
conferences. The College faculty also completed 47 research and consultancy
assignments. Five endowed and six public lectures were delivered by eminent
individuals. In addition, four research colloquiums were organized. The
faculty published two books, five book chapters, and 21 papers. B. Training
and Conferences: ASCI
conducted 190
management development training programmes, workshops, seminars and
conferences in 2005-06. 4,338
participants attended the training programmes. There is
a significant improvement over the previous year.
Like in the
previous year, the maximum participation was from the government, followed by
the private sector, and the public sector. While there appears to be a
substantial increase in the number of foreign participants in the year under
review when compared with the previous year, the attendance in courses from
banks and by women is marginally lower than the previous year. Of the 66 announced programmes, six were
new. These were conducted on the following themes: China-India Programme on Challenges
of WTO for industry; Strategic financial management; e-Business;
Improving quality in health care; Strategic management of learning
and development institutions; and Agribusiness strategies for global
competitiveness. Among the 41 announced programmes offered
by the Centre for Management Studies, 20 cover the Human Resources function.
Besides this, the Centre offered five programmes in the General Management
category. Of the nine programmes of the Centre for Economics and Finance,
seven are in Finance. All the seven programmes of the Centre for Human
Development address health care professionals. Of the customised organization specific
programmes, 66 were conducted on-campus that were attended by 1,669 participants, while 1,230 participants attended 58 programmes
that were conducted off-campus. Sponsors of Customised Off-campus Training

In April 2005,
ASCI conducted the District Collectors Workshop on Urban Renewal and Rural
Development, sponsored by the Department of Personnel & Training,
Ministry of Personnel, Public Grievances & Pensions, Government of India;
in June 2006, the conference on Fiscal
Responsibility and Intergovernmental Finance, sponsored by The World Bank; in August 2005, the Asian Colloquium
on Development and Democracy, sponsored by The Commonwealth
Secretariat; in October 2005, a workshop on Building and Managing Clinical
Trial Capacity in India: Challenges in Ethics, Equity and Efficiency,
sponsored by the Indian Council of Medical Research, Ministry of Health &
Family Welfare, Government of India, and Fordham University, USA; and in
November 2005, a workshop for Mayors and Municipal Chairpersons,
sponsored by the Government of Andhra Pradesh. In January 2006,
the College conducted two workshops. These are: Cost Effectiveness of HIV
Interventions and Modeling of HIV Epidemics, sponsored by the AIDS
Control Society, Government of Andhra Pradesh, University of California at
San Francisco, and National Institutes of Health, USA; and Corporate
Governance for Independent Directors, sponsored by the Forward Markets
Commission, Department of Consumer Affairs, Government of India. C. Research and Consultancy: During 2005-06, the College received 36 new research
and consultancy assignments, a substantial number against open competitive
bidding. The faculty completed 47 assignments, which include new and previous
assignments. Work is ongoing on 50 new and previous assignments.
Work is currently ongoing on 50 research and
consultancy projects. The United Nations Centre for Human Settlements (UNCHS), The World Bank/The World Bank Group,
International Bank for Reconstruction and Development and Department for
International Development (DFID) sponsored projects relate to urban
governance issues. The Delegation of European Union studies relate to
state of the environment assessment, and WTO issues. The Asian
Development Bank studies are focused at policy research networking in the
context of budgetary constraints of states, and capacity building
in the power sector. Research/Consultancy

Organisations
The United Nations Industrial Development Organization
(UNIDO) and Department of Industrial Policy and Promotion, Ministry of
Commerce and Industry, Government of India co-sponsored study is relates to
technology mapping of select sectors in India for
enhancing competitiveness. Studies sponsored by UNFPA relate to
strategising training of healthcare workers and evaluation of success of
family planning. The World Health Organisation (WHO) studies relate to
collation of health information and validation of millennium
development goals. The Wellcome Trust sponsored project is to study the
patterns of road traffic injuries. The Winrock
India/United States Agency for International Development (USAID) assignment
is for the development of a Regional Resource Centre for energy.
Universalia and KPMG projects cover studies of human resources in the
power sector. Government
of India
The College completed six studies and is working on 14
others, commissioned by various ministries of the Government of India. The Ministry
of Environment & Forests
sponsored four studies on state of the environment. The three projects
of the Ministry of Power relate to framing of rules
and regulations in respect of certain clauses in
The Electricity Bill, evaluation of Accelerated Power
Development Programme Works, and an organisation study. For the
Ministry of Science & Technology, the College has been assigned the task
of preparing databases of industrial
R&D in
India, and building institutional capabilities. The Ministry of
Health & Family Welfare commissioned studies on post-market
surveillance and monitoring of adverse drug reaction, and evaluation
of procurement function. The Ministry of Personnel, Public Grievances
& Pensions assigned ASCI the task of short listing eligible civil
servants who would receive the Prime Minister’s Awards for
excellence in public administration. For the Ministry of Urban Development
& Poverty Alleviation, the College completed a study on impact assessment
of centrally sponsored scheme for infrastructure development in
mega cities. The restructuring study of the Central Water
Commission, commissioned by the Ministry of Water Resources, is in
progress. Work is also
ongoing on two projects assigned by the Ministry of Commerce & Industry
– technology mapping of select sectors in India for enhancing
competitiveness, and imbalance in the Current WTO Agreement on
Subsidies, Countervailing Measures and Trade. The College
completed the study on the Impact of Power Sector Reforms on the Finances
of State Governments for the Twelfth Finance Commission, Government of
India; a systems study in the main banking hall of the Reserve Bank of
India, while it is working on the preparation of the Andhra Pradesh
Development Report for the Planning Commission.
For the
Government of Andhra Pradesh, the College completed four studies,
while two are ongoing. These studies relate to health care, urban
reforms, and manpower in Hyderabad police stations. The College is
preparing an approach to the Vision 2020 document of the Government of
Orissa, and continues its association as an Institutional Advisor to the Service
Delivery Project of the Government of Kerala. The College
has been assigned and is working on comprehensive studies of the power
sector in Himachal Pradesh, Manipur, Mizoram, Sikkim and Tripura. Besides
this, it continues its association with the power sector in the country by
working on various assignments commissioned by major corporate, regulatory
and provider organisations. Power Sector

Urban
Governance Organisations
The College is
assisting municipal/urban development authorities in Delhi, Hyderabad,
Visakhapatnam and Vijayawada with organizational and processes
related studies. In case of the New Delhi Municipal Council, the assignment
is related to power distribution. It is also assisting the Gujarat Urban
Development Company evolve an urban poverty reduction policy for
Gujarat. Of the two studies completed for the National Housing Bank, one is
the reorganization study of the Bank itself and the other is on credit
and prepayment risks in the Indian housing finance market. Education/Research
Organisations.
Collaborative studies on HIV/AIDS
have been taken up with the University of California at San Francisco,
National Institutes of Health, USA, and National Institute of Public Health,
Mexico. Assignments of the Acharya N.G. Ranga Agricultural University and the
Rajiv Gandhi College of Veterinary and Animal Sciences are focused at faculty
development in the veterinary science discipline. Substantial work has been completed on the
National Institute of Smart Government assigned task of preparing a roadmap
for e-Government in Chattisgarh, and on the visual presentation
of Indian S&T institutional base for the National Institute of
Advanced Studies. Organisational related studies have been taken up for the Andhra
Pradesh Industrial Infrastructure Corporation Limited, Bharat Yantra Nigam
Limited, Engineers India Limited, and Sivika Foods (P) Limited. The College
also completed a project on training needs analysis of Swagathi
Project’s partner NGO functionaries. Corporations/NGOs
Eminent persons in the country and abroad were invited to deliver five endowed and six public lectures at the College. Four research colloquiums/seminars were also organised during the year. List of Lectures A.
