| BACKGROUND |
The cornerstone for power sector reforms in the country is the better management of electricity distribution both in terms of improving efficiency as well as better customer service orientation. With unbundling of the erstwhile Electricity Boards, distribution companies were corporatised and made commercial in their operations. With the regulatory framework in place for the electricity sector, the working of distribution companies are under scrutiny from the government, other stakeholders and the consumers. The distribution companies therefore need to improve efficiency (in terms of cutting down AT & C losses), assure consumers of quality supply, and monitor standards of performance to check compliance with ERC norms as well as improve customer service.
The Government of India funds distribution works programmes in the area of APDRP and RGGVY to improve distribution networks. Skills in the areas of financial management, managing contracts and project management are required to be developed in the distribution utilities.
This programme will appraise the participants about the current status of power sector reforms, skills for managerial effectiveness, technical upgrades, T&D Loss reduction strategies as well as regulator-utility interface. |

| OBJECTIVES |
| The program has three core objectives: |

To appraise participants of the status of power sector reforms. |
| 2. |
To improve managerial effectiveness in the functional areas of management required to work in a corporatised utility in the areas of finance, human resource management and operations. |

To appraise participants about trends in the technical management of utilities including technical upgrades, energy audit, T&D loss reductions strategies and improvement in customer service.s |

To appraise participants about the interface between the utilities and the electricity regulatory commissions including the process of tariff filing and analysis. |

| FACULTY |
| |
| The Administrative Staff College of India has been conducting programmes on power sector reforms and restructuring for executives in power utilities, companies and senior officials in electricity regulatory commissions. Apart from select faculty from ASCI, guest speakers from regulatory commissions and utilities would be invited to participate. |

| ELIGIBILITY |
| |
| The programme is targeted at executives from power utilities in the public and private sectors and electricity regulatory commissions. |
| |
| Organisational Sponsorship is essential. |
| |
| VENUE |
| |
| The programme is fully residential and the participants will be accommodated in single air-conditioned rooms in the Bella Vista or College Park Campus of the College at Hyderabad. The College does not provide accommodation for the family. Transport between the airport/ railway station and campus will be arranged by the College. |

| DURATION |
| |
| The Programme duration is from Monday, April 5, 2010 to Friday, April 9, 2010. The participants are expected to arrive a day before the commencement and may leave after the conclusion of the programme. |

| PROGRAMME FEE |
| |
| Rs. 40,000/- (US $ 1235 if foreign) plus Service Tax as applicable per participant will be charged to cover tuition, board and lodging, courseware and other facilities of the College including Internet usage. Local participant's not availing hostel accommodation will be given a discount of Rs. 1,000/- per day for the duration of the programme. |

| A concession of ten per cent is given to the second nominee and onwards. A ten per cent concession is also given to woman participant. In either case, the maximum allowable concession is 10%. |

| The college is exempted from Income Tax, and hence TDS should not be deducted. |

| LAST DATE FOR NOMINATION |
| |
| The nomination forms duly filled in along with the Demand Draft made out in favour of "Administrative Staff College of India" payable at Hyderabad should reach the Programmes Officer by March 22, 2010. |

| LAST DATE FOR WITHDRAWAL |
| |
| March 29, 2010. Any withdrawal after this date will entail forfeiture of fee paid. |

| ALUMNI ASSOCIATION |
| |
| Participants of College programmes will automatically become members of the ASCI Alumni Association. |
| |
| CERTIFICATE OF PARTICIPATION |
| |
| The Certificate of Participation will be issued upon completion of the Program. |
