| BACKGROUND |
| |
| A significant component of electricity regulation in the country is that of setting tariffs in a scientific and transparent manner. The Electricity Act 2003 clearly spells out the principles which should be followed by regulators when setting tariffs. The National Electricity Policy 2005 and Tariff Policy 2006 provide the guidelines on which tariffs should be based. All utilities, whether they are bundled as State Electricity Boards or unbundled as generating, transmission or distribution companies are expected to file their Annual Revenue Requirement (ARR), which the Electricity Regulatory Commissions scrutinize, analysis, open up to objections from stakeholders and make a decision. |

| This programme is directed at senior executives in the power sector to broaden their understanding of the intricacies of electricity tariff setting in India particularly (a) executives from utilities dealing with generation, transmission and distribution of electricity, (b) staff of electricity regulatory commissions and (c) senior executives of other organisations regulating or financing the power sector. |

| FACULTY |
| |
| The Administrative Staff College of India has been conducting programmes on power sector reforms and restructuring for executives in power utilities, companies and senior officials in electricity regulatory commissions. Apart from select faculty from ASCI, guest speakers from regulatory commissions and utilities would be invited to participate. |

| ELIGIBILITY |
| |
| Senior executives dealing with tariff filing and regulatory matters in electricity utilities, officers in Electricity Regulatory Commissions, power and electricity departments and power financing companies. |

Organisational Sponsorship is essential. |

| VENUE |
| |
| The programme is fully residential and the participants will be accommodated in single air-conditioned rooms in the Bella Vista or College Park Campus of the College at Hyderabad. The College does not provide accommodation for the family. Transport between the airport/ railway station and campus will be arranged by the College |

| DURATION |
| |
| The Programme duration is from Monday, November 23, 2009 to Friday, November 27, 2009. The participants are expected to arrive a day before the commencement and may leave after the conclusion of the programme. |

| PROGRAMME FEES |
| |
| Rs. 30,000/- (US $ 950 if foreign) plus Service Tax @ 10.30% per participant will be charged to cover tuition, board and lodging, courseware and other facilities of the College including Internet usage. Local participants not availing hostel accommodation will be given a discount of |

| Rs. 1,000/- per day for the duration of the programme. |
| |
| A concession of ten per cent is given to the second nominee and onwards. A ten per cent concession is also given to woman participant, either as a lone nominee or by treating her nomination as a first nominee in a group of nominations. |

| The college is exempted from Income Tax, and hence TDS should not be deducted. |

| The nomination forms duly filled in along with the Demand Draft made out in favour of “Administrative Staff College of India” payable at Hyderabad should reach the Programmes Officer by November 9, 2009. |

| November 16, 2009. Any withdrawal after this date will entail forfeiture of fee paid. |
