| THE PROGRAMME |

| Budgeting mechanisms are undergoing many changes today as budgets are increasingly recognized as an essential component of democratic governance. Gender Budgeting, together with decentralized planning, is today considered a critical tool to address poverty and gender inequality, and enhance accountability and transparency in government through enabling better understanding of the impact of policies, directing adjustments, and reallocating resources. |

| Under the Directive of the Ministry of Finance, Govt. of India, many ministries as well as Municipal Bodies, Panchayats, and NGOs have undertaken Gender Budgeting as one popular methodology of equitable budgeting. |
| |
| Gender Budgeting includes a range of practices including Auditing Expenditure Budgets to ensure equity during programme and policy formulation, review of extant policies and guidelines, and re-prioritization and allocation of resources. |
| |
| This three-day programme is the first of its kind at ASCI, and is aimed at capacitating representatives of Government and NGOs at National, State, City, and Panchayat levels to understand new trends in budgeting and adopt methodologies of gender budgeting as a strategic tool to boost gender equality in all areas of economic planning and financial management. |

| OBJECTIVE |

Provide an overview of budget including cycle, objectives and methodology, and the review process (in India) |

Develop the capacity of the participants to apply gender budgeting and planning |

Strengthen the technical and conceptual capacities of participants to influence budgeting process for gender equality |

| At the end of the course, participants will be proficient in concepts, tools and methods in decentralized, equitable and gender budgeting, and be able to match budgets to social priorities, plans and projects. |

| TRAINING METHODS & MATERIALS |
| |
| This 3-day programme places a heavy emphasis on interactive learning. It combines lectures, group discussions, budgeting methodologies and exercises, and provides space for peer learning and sharing of best practices. All participants will receive courseware of materials pertaining to sessions covered. |
| |
| Faculty will include ASCI faculty and experts from various ministries who have been active in gender budgeting exercises. |
| |
| WHO SHOULD ATTEND? |
| |
| The intended participants of the programme are Budget Officers, Planning Officers from Central and State Ministries, and representatives from NGOs responsible for budgeting, expenditure and reporting on gender and social sectors. |

| VENUE |
| |
| The programme is fully residential and participants will be accommodated in single air-conditioned rooms in the Bella Vista or the College Park Campus of the College at Hyderabad.
The College does not provide accommodation for the family. Transport between Airport/Railway Station and Campus will be arranged by the College. |

| DURATION |
| |
| The programme is 3 days long, and is scheduled from January 11th to 13th, 2010. The Participants are expected to arrive a day earlier, and may leave after the conclusion of the programme. |

| PROGRAMME FEES & NOMINATION |
| |
| The consolidated fee for the programme is Rs.19,000/- or US$570 plus 10.30 % service tax per participant. The fee covers tuition, board and lodging, courseware, internet use, and all facilities. Local participants not availing hostel accommodation will be given a discount of Rs.1000 per day of the programme. |

| The College is exempted from Income Tax, and hence TDS should not be deducted. |

| January 4th, 2010. Any withdrawals after this date will entail forfeiture of fee paid. |

| CERTIFICATE OF PARTICIPATION |

| All participants will receive a certificate of participation upon conclusion of the programme. |
