CMLARR - Gist of Recent LARR initiatives

The Centre for Excellence in Management of Land Acquisition, Resettlement and Rehabilitation (CMLARR), Administrative Staff College of India (ASCI), Hyderabad has been a frontrunner in building capacity for effective resettlement/rehabilitation practices in the country. Established with the support of the World Bank and AusAID, the Centre has been leading the capacity building capacity interventions in Land Acquisition, Resettlement and Rehabilitation (LARR) interventions in the entire South Asian region.

During the last couple of years, ASCI has conducted a series of customized and announced training programmes on Improved Management of Land Acquisition, Resettlement & Rehabilitation (MLARR) for Senior IAS Officers, World Bank Supported Projects, Government entities like Border Roads Organisation and several public sector organizations like NTPC, NHDC, NHPC, Coal India, DFCCIL, NPCIL etc. About 500 specialist officers engaged in LARR have been trained at ASCI during the last couple of years.

CMLARR is presently engaged in providing advisory guidance to the University of Peradeniya, Sri Lanka in strengthening their course on LARR. As a part of consultancy services to the World Bank, the Centre has recently developed a customized training module on Managing Land Acquisition, resettlement and Rehabilitation in transport projects. CMLARR is also presently involved as National Social Experts in providing guidance to the Directorate of Energy, Government of Himachal Pradesh in addressing social impacts of hydro-power projects in Satluj basin.

CMLARR partnered the Department of Land Resources (DoLR), Ministry of Rural Development in organizing the National Conference on The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 for the Revenue Secretaries of all the states and presented a comprehensive report for the formulation of rules. ASCI had also organized the National Conference on Best Practices in Resettlement and Rehabilitation, with the support of DoLR in July 2012. The Conference deliberated the methodology for constituting National Awards for Best Practices in R & R. In May 2013, CMLARR organized a 5 day International Conference and South-South learning event on Resettlement, Rehabilitation and Benefit Sharing in Infrastructure Development, wherein 110 participants from 20 countries deliberated on key issues on the theme of the conference.

CMLARR has developed a Certificate Course on MLARR with exclusive focus on the following:

  • Legislative Framework in LARR
  • Social Impact Assessment
  • Participatory Resettlement
  • Resettlement Action Plan and Livelihood Restoration Plans

The Centre has also established a Regional LARR Documentation Centre (RLDC), which provides an access to documentation on all aspects of land acquisition and resettlement and rehabilitation. The RLDC can be accessed RLDC seeks to become the prime custodian of all information resources, documentation and reference services for planning, policies, strategies and campaigns for sustainable resettlement and rehabilitation of project affected people. RLDC has a rich collection of research papers, journals, monographs, and online journals, government reports, seminar and conference proceedings, international publications on resettlement and rehabilitation and allied disciplines, online databases, etc.

The Documentation Centre has a membership of DELNET (Developing Library Network) to promote the sharing of resources at national and international level. It provides access to reports, articles, books, periodicals and bibliographic databases. It coordinates with other regional, national and international networks and centers for exchange of information and documents. The users of RLDC can access the database on request by email.
