Provision of universal access to the delivery of basic services such as water and sanitation in urban areas is critical in accelerating India's development goals. This necessitates not only large-scale investments to develop assets but also high quality managerial competence to ensure the sustainability of such investments. Governments are increasingly turning to Public Private Partnerships (PPPs) as an effective means to achieving universal and sustainable service delivery. Renewal Mission (JnNURM), led by the Ministry of Urban Development, Government of India, provides the framework and incentives for urban local governments to promote PPP. Viability gap funding (VGF) scheme of the Government of India also provides incentive and capacity support to governments for promoting PPPs. This is mainly due to lack of enabling legal and regulatory environment at the state/city level, concerns about managing PPP related contracts and knowledge gaps among institutions and key stakeholders. There is a critical need therefore, for urban managers to acquire the capacities and skills to design, develop and manage Public Private Partnerships for provision of municipal services.

The International Certification Programme in the Management of Public Private Partnerships in Urban Water and Sanitation Sector in India is introduced in response to the capacity building needs of governments for effective management of PPPs. It offers an opportunity to professionalize urban managers and equip them with the new competencies required to enhance and sustain municipal service delivery through public private partnerships. The programme is aimed at policy makers including elected representatives, senior municipal administrators and officials, municipal engineers and other urban sector professionals from state and city governments and water utilities. Representatives of private sector organizations, financial institutions and multilateral agencies will also find the programme useful.

ASCI-Campus Veolia Certification Programme in PPP Management

The Administrative Staff College of India (ASCI) and Campus Veolia , France, both leading institutes in urban infrastructure management are pleased to announce an 'International Certification Programme in Management of Public Private Partnerships in the Urban Water and Sanitation Sector in India' . Campus Veolia is a global training and research institute on sustainable development especially related to water, waste water, waste management, transportation and energy. The programme is introduced in response to the capacity building needs of governments for effective management of PPPs. It offers an opportunity to professionalize urban managers and equip them with the new competencies required to enhance and sustain municipal service delivery through public private partnerships. The programme will offer a unique learning environment through interactive sessions with academicians and global and national experts and practitioners and exposure to national and international projects and simulation exercises. The programme features an international field visit to Rabat and Tangiers in Morocco to gain exposure to all aspects of PPP project in the context of municipal service delivery.
