The Urban Governance Area of the Administrative Staff College of India (ASCI) works with national, state and local governments in India to improving service delivery, better governance framework, poverty alleviation, PPP etc. Our activities span consultancy, training, knowledge management, research, policy dialogue and advocacy. ASCI has strategic partnerships with national and international agencies/firms of high repute for leveraging new knowledge domains thereby providing quality and appropriate solutions for its client organizations. We are looking for motivated professionals for full time positions in the Programme Management Unit at the State Level and JnNURM (Urban Infrastructure and Governance component), Government of Orissa. The psositions would be for a period of one year initially and extended to two more years subject to performance.

PW&PHE Public Works and Public Health Engineer

Engineering degree with broad range of experience in urban infrastructure and strong background in public health engineering, especially water supply and sanitation, roads and municipal waste management.

Ability to assist ULBs to set standards and procedures for ensuring quality and monitoring compliance and be familiar with legislative framework of Indian municipal environment. Prior experience as municipal engineer is an added advantage.

UPME Urban Planner and Management Expert

Masters or Doctoral degree in Urban Planning/Social Sciences with 5-10 years of managerial experience in a managerial position with proven skills in capacity building, consulting and knowledge support for local governments and with strong communication and computer skills.

Expertise in the development sector with particular reference to Govt sector Experience in playing lead role in similar projects in Orissa desirable

Good understanding of all reform areas and capacity building needs and Knowledge of English and Oriya is essential.

 
Familiarity with the objectives and scope of JNNURM, experience in usage of computers and internet and good writing and communication skills in English and Hindi is expected. Knowledge of Oriya will be an added advantage.

SD Specialist -Social Development Masters or doctoral degree in Social Sciences, with practical experience of working in areas related to urban poor issues with 7-10 years experience in a responsible position. Applicants should have previous experience in designing & conducting socio economic surveys/ social development projects in the field of education, health, community mobilization, poverty alleviation etc. Exposure to and association with Training in organizational behaviour and management of change processes is preferable.  
CM-MIS Specialist- Community Mobilization and MIS Post Graduate Degree in Sociology/ Social Work/ Communication/Degree or Advanced Diploma in Computer Programming with
7-10 years experience in a responsible position in issues relating to urban poor / slum dwellers. Experience in the field of education, health, community mobilization, poverty alleviation, monitoring, & evaluation, MIS etc is preferable.
Experience in designing capacity building activities, preferably in the municipal environment would be an added advantage
UPM Specialist -Urban Poverty/ Management Masters degree in Social Sciences/Development Science/ Economics/ Management/ Urban Management, with practical experience of working in areas related to urban poor.  5-8 years experience in a responsible position in issues relating to urban poor / slum dwellers. Experience in the field of Housing, education, health, community mobilization, poverty alleviation etc. Exposure to and association with Training in organizational behaviour and management of change processes is preferable.  
R&TC Research and Training Coordinator Masters or doctoral degree in Social Sciences/ Economics/Statistics/ Management with experience of research in areas related to urban poor.  Coordination skills, Ability to work in a team with other professionals would be an asset. 
Experience in working with State Government/ Local Bodies/ Resource Centres / NGOs / Communities would be added advantage
 
Familiarity with the objectives and scope of JNNURM Programme, experience in usage of computers and internet and good writing and communication skills in English are desirable. Knowledge of Oriya language will be an added advantage.
