| BACKGROUND |

| The importance of PPPs in infrastructure development is firmly established globally. There is a growing consensus among policy formulators that Public-Private Partnership mode holds the key to the development of infrastructure in developing economies like India. Central Government along with many of the State Governments have identified large number of infrastructure projects in different sectors power, roads, ports, airports, transportation, urban and social infrastructure to be implemented with private sector participation. In India PPPs have been in vogue for over a decade but there exists some opaqueness about the successful transfer of responsibilities from public domain to the private. It is realized that most of the PPP professionals have gained the conceptual overview of PPP projects but need to focus on sector specific understanding of project procurement, formulation and management.
This programme is directed at senior executives of infrastructure companies and senior government officials involved in dealing with physical, urban and social infrastructure projects. The course focuses on capacity building on various aspects of PPPs through sharing of relevant cases and models. It is designed to cover issues in project procurement, project contract, risk assessment and management and develop an insight into existing regulatory environment and dispute resolution mechanisms in physical and social infrastructure.

| The Administrative Staff College of India has been conducting programmes on Public Private Partnership for IAS officers and various PPP programmes for the urban local bodies. Apart from select faculty from ASCI, PPP experts from various infrastructure sectors and practicing managers would share their experiences and execution models. |

| ELIGIBILITY |
| |
Senior and Middle officers from Government PPP Units or Procurement Agencies. Senior and Middle Managers from Ministries of Finance, Energy, Water, Transportation, Health and Education. Government Leaders and Managers from Local (Municipal) and Regional Government Agencies. Senior and Middle Managers from Development Banks, Private Sector Banks and Private Infrastructure Companies.
Organisational sponsorship is essential. |

| VENUE |
| |
| The programme is fully residential and the participants will be accommodated in single air-conditioned rooms in the Bella Vista or the College Park Campus of the College at Hyderabad. The College does not provide accommodation for the family. Transport between Airport/ Railway Station and Campus will be arranged by the College. |

| DURATION |
| |
| The programme duration is from Monday, March 1, 2010 to Friday March 5, 2010. The participants are expected to arrive a day before the commencement and may leave after the conclusion of the programme. |

| PROGRAMME FEE |
| |
| Rs. 30,000/- (US $950 if foreign) plus service tax @ 10.30% per participant will be charged to cover tuition, board and lodging, courseware and other facilities of the College including internet usage. Local participants not availing hostel accommodation will be given a discount of Rs. 1000/- per day for the duration of the programme. |
| |
| A concession of ten percent is given to the second nominee and onwards. A ten percent concession is also given to a woman participant, either as a lone nominee or by treating her nomination as a first nominee in a group of nominations. |
| The College is exempt from income tax, and hence TDS should not be deducted. |

| The nomination form duly filled in along with the Demand Draft made out in favour of “Administrative Staff College of India” payable at Hyderabad should reach the Programmes Officer by February 15, 2010. |

| LAST DATE FOR WITHDRAWAL |

| February 22, 2010. Any withdrawals after this date will entail forfeiture of fee paid. |
