Research Activity

Administrative Staff College of India started its Research Division in the year 1973 with support from Ford Foundation. Since then research on management issues in Indian

Organizations,both  public and private, has been one of the main activities at ASCI, with potential linkages between research and consultancy/ executive training. Research at ASCI emanates from two sources namely, research grants from external sources and competitive internal research grant programme. The research projects result in publications in international/national journals and conference proceedings, working and occasional papers, presentations in research colloquiums, seminars etc. In addition, ASCI publishes ASCI Journal of Management, Bellavistan, and monographs.

Several efforts are under consideration to increase research productivity at ASCI, including recruitment of research fellows for projects, establishment of Case-study Center, and competitive internal research grant programme. 

Several private and public research sector organizations have initiated endowment of chairs for supporting research at the College. ASCI offers research services to a wide variety of organizations including governments, public and private corporate entities, UN agencies and other foreign institutions, some of which are listed below:

Research and Consultancy: The ASCI Approach

Objectives:  

ASCI has undertaken several research and consultancy assignments for national and international clients. The principal objective of ASCIs research and consultancy service is to provide a multi-disciplinary approach in finding solutions to vexing problems that plague industry, business, and government. ASCIs services have also been used for improving managerial practices in client organizations that lead to improved economic performance, competitiveness, and long-term effectiveness. The research and consultancy experience of ASCI is being increasingly used today to design appropriate macro and sectoral reform initiatives.  

Core competence: Is nucleated around: 

Interdisciplinary teams: ASCI consultancy teams are configured around the nature of problem the client encounters. Highly qualified and experienced faculty exposed and sensitive to diverse environments are then drawn together to form research/consultancy team from the disciplinary areas at ASCI. 

Holistic, independent, and objective approach: Integration of economic, political, social, cultural, financial, technical, regulatory, human, organizational, and specific environmental concerns in the analytical framework to work out bias-free straight-forward recommendations for tackling problems in the domain in consonance with the clients strategic goals. 

Facilitating decision-making: Dedicated to develop trust and value sustaining relationships with clients. Interdisciplinary teams work in close collaboration with clients, help decision-makers take the right decisions confidently and implement recommendations speedily as dictated by fast changing environments. 

The ASCI quality approach: ASCI follows a rigorous methodology to ensure total quality in its research and consultancy approach: 

Diagnostic study: Once configured, ASCI's multi-disciplinary teams first study the problem as presented by the client. A diagnostic survey is conducted to unearth the nature and complexity of the problem. Then, a detailed proposal outlining the scope of the assignment, methodology of the investigation, duration, and expenses are presented to the client. 

Time-bound task force: On obtaining authorization on mutually agreed terms, a contract is signed.  From then onwards, a time-bound task force approach is employed wherein close liaison is maintained with designated key resource persons in the client system. This ensures ease in conducting the investigation at the client premises, provides continuity and leads to satisfactory outcomes.

Intensive discussion: Internally, the process of ensuring quality is facilitated through intensive discussion between members of the specially configured multidisciplinary project team at every critical stage of the assignment.  

Validation: Often, project teams withdraw for a while to analyze collected data, confer among themselves and other faculty members at ASCI, and prepare the report. A presentation is made to other members of faculty by the project team, incorporating valuable insights, before a final presentation is made to the client.  

Comprehensive recommendations: Finally, a comprehensive final report incorporating implementable recommendations and a timetable for action, is presented to the client.  

Feedback: Once the final report is submitted, the team continues to help evaluate feedback during implementation, and offers suggestions where necessary.
