| BACKGROUND |
India is undergoing an economic, social, and political transformation brought about by urbanization and globalization. While this ongoing transition poses numerous challenges, it also offers significant
opportunities to accelerate economic growth and improve the overall quality of life for its citizens. Strengthening Urban Management (SUM), through capacity building, is a key area by which cities can meet the challenges of urban development. This entails the creation of a conducive and enabling environment for urban institutions to effectively perform their functions, and for city managers to acquire the knowledge, skills, and expertise necessary to plan, manage, and govern their cities.
The Administrative Staff College of India (ASCI) - World Bank Institute (WBI) SUM 2010 Program is designed specifically to support capacity building of municipalities/ULBs.The Program seeks to provide city officials with a platform with which to learn in great detail key aspects of urban management, and to develop innovative solutions to major issues confronting their cities. The SUM 2010 Program is also supported by the Water and Sanitation Program South Asia (WSP-SA).
JNNURM/UIDSSMT/IHSDP Focus
The SUM 2010 Program assumes significance in the context of JNNURM, UIDSSMT and IHSDP - fiscal incentive programs of Government of India for promoting reforms and service delivery in urban areas through fiscal incentives but call for substantial capacities for accessing funds and implementation. This Program specifically focuses on capacity building of the cities for implementation of CDPs, reform framework, MoAs, etc. The Program will enable the key functionaries to acquire relevant skills to undertake the activities related to preparation of city sanitation plans, service level benchmarking, implementation of 7-point charter for the urban poor etc. |

| OBJECTIVES |
| The ASCI-WBI 2010 SUM Program has three core objectives: |

To provide a broader, more holistic perspective on the range of issues confronting Indian cities and to explore new approaches to addressing these issues; |
| • |
To promote an active exchange of experiences and enhance awareness of national and international best practices for improving the creditworthiness of cities and the delivery of urban services, particularly to the poor; |
| • |
To assist city managers, in developing management, governance, leadership, and organizational tools and strategies that will enable them to discharge their roles more effectively. |

| CONTENT |
| The Program will be covered in five major modules: |
Module – 1
Good Urban Governance and Decentralisation |
This module discusses the principles of decentralization and addresses the need to promote professionalization of urban management, greater accountability in public services delivery, and greater transparency in urban governance. It introduces the concept of city strategic visioning as an essential governance process, and explores creative ways to involve all city stakeholders in this strategic planning process. |

Module – 2
Creating Creditworthy Cities and Urban Systems |
This component presents national and international experiences in creating creditworthy cities through effective resource mobilization and sound fiscal management at the local level. It discusses specific issues in municipal finance, and the key principles for ensuring fiscal and financial discipline in Indian urban local bodies. |

Module – 3
Innovative Approaches to Delivery of Urban Environmental Services |
This module analyses different approaches to water supply and sanitation, sewerage, and solid waste management. It aims to enhance understanding of the role of competition and regulation in providing incentives for effective public-private community partnerships and of the key elements of effective regulatory regimes. It also examines pricing and cost recovery issues, as well as the key factors to make public-private partnerships “pro-poor”. The module will particularly focus on the need
and approaches to preparation of city sanitation plans in the context of national urban sanitation policy and establishing service level bench marking systems in cities |

Module – 4
Urban Poverty and Poverty Reduction Strategies |
This module reviews indicators of urban poverty, demonstrates how poverty assessment is undertaken, and how such an assessment can help cities develop and prioritize anti-poverty strategies and action. It discusses new approaches to reach the urban poor and to scale up poverty-related interventions. The module will share the emerging approaches and lessons in the
context of implementation of 7-point charter under the Basic Services to the Urban Poor and
IHSDP programs and also highlight the innovative framework of RajivAwas Yojana. |

Module – 5
Change Management |
This module examines the core features of and approaches to change management. It also
presents and analyses change management good practices adopted by Indian cities and
other cities of the world. |

| PROGRAMME PARTICIPATION |
The program is primarily aimed at city managers and senior administrative and political officials, particularly municipal commissioners and mayors/chairpersons of urban local bodies in India. |

| METHODOLOGY |
| The Programme will be dealt with by an appropriate blend of lectures, discussions, exercises and field visits. |
| |
| VENUE |
| The Programme is fully residential and the participants will be accommodated in single air-conditioned rooms in the College Park Campus of the College at Hyderabad. The College does not provide accommodation for the family. Transport between Airport/Railway Station and Campus will be arranged by the College. |

| DURATION |
| The Programme duration is from Monday, March 29, 2010 to Friday, April 2, 2010. The participants are expected to arrive a day before the commencement and may leave after the conclusion of the programme. |

| PROGRAMME FEE |
The Course Fee is Rs. 27,500 (US $ 860 if Foreign) plus Service Tax 10.30% per participant. This fee covers tuition, course materials, and board and lodging. Single occupancy air-conditioned accommodation will be provided to all participants. Since the College enjoys exemption from income tax, please do not deduct tax from the fees. |
