| WHY THE PROGRAMME? |

| Since Independence, India has initiated a number of well planned programmes and projects in health and family welfare sector. The experience however, point out that the programmes with excellent conceptualization and good intentions lagged behind in delivering desired/expected outputs. And more so is the case with the outcomes. This is often attributed to weak or ineffective monitoring, without which necessary corrective actions can’t be taken in time. Evaluations of programmes in general are carried out as an obligation to the funding organizations and seldom the findings find way to key programme managers for evidence based-decision making. On the other hand, health systems gather lot of data and the glut often clogs the system, remains unutilized and also affect significantly carrying out other functions by the health functionaries. |

| Some states have developed excellent Management Information Systems (MIS). But the people associated with collection and analysis of data often look at the entire process as means of generating reports to be sent to higher ups. They seldom realize that the data collected by them is best used at their level for taking necessary corrective actions improving programme performance significantly. |

| Presenting data in lucid, simple format is another area of concern. Bulky reports can mask the important points and issues, if not presented effectively. This is another deterrent in making effective use of data for result based programme management. |

| PROGRAMME DESIGN |

| Presentations on key M&E concepts coupled by exercises/ ‘case studies’ giving a hands on experience of effective use of data. The core faculty from ASCI will be supported by progrmme managers with experience in monitoring and evaluation and decision-making for Result Based Management. |

| VENUE |

| The Programme is fully residnetial and the participants will be accommodated in single air-conditioned rooms in the Bella Vista or the College Park Campus of the College at Hyderabad. The College does not provide accommodation for the family. Transport between Airport/Railway Station and Campus will be arranged by the College. |

| DURATION |
| |
| The programme duration is from Thursday, December 17, 2009 to Saturday, December 19, 2009. The participants are expected to arrive a day before the commencement and may leave after the conclusion of the programme. |

| PROGRAMME FEE |
| |
| Rs. 17,500/- (US $540 if foreign) plus Service Tax @10.30% per participant will be charged to cover tuition, board and lodging, courseware and other facilities of the College including Internet usage. Local participants not availing hostel accommodation will be given a discount of Rs. 1,000/- per day for the duration of the programme. |
| |
| A concession of ten per cent is given to the second nominee and onwards. A ten per cent concession is also given to a woman participant, either as a lone nominee or by treating her nomination as a first nominee in a group of nominations. |

| The College is exempted from Income Tax, and hence TDS should not be deducted. |

| LAST DATE FOR NOMINATION |
| |
| The nomination form duly filled in along with the Demand Draft made out in favour of “Administrative Staff College of India” payable at Hyderabad should reach the Programmes Officer by December 3, 2009. |

| LAST DATE FOR WITHDRAWAL |
| |
| December 10, 2009. Any withdrawals after this date will entail forfeiture of fee paid. |

| ALUMNI ASSOCIATION |
| |
| Participants of College Programmes will automatically become members of ASCI Alumni Association |
| |
| CERTIFICATE OF PARTICIPATION |
| |
| The College issues a Certificate of Participation on conclusion of the programme. |
